Some progress continues to be made on at least getting political parties to agree to try to lay the groundwork for a new power-sharing regime in Burundi. On September 11 the Tutsi's Social Democratic Party signed the Mandela-brokered power sharing agreement, which it had refused to sign August 28 in Arusha, Tanzania. On September 13, representatives from the Independent Party of Workers (PIT), the Union for Democracy and Economic and Social Development (RADDES) and the National Alliance for Law and Economic Development (ANADDE)said that they would sign the Arusha agreement, though they had reservations since the agreement could not guarantee a ceasefire.
